FERMI 2 -ISSUANCE OF REQUEST FOR RELIEF FOR INSERVICE TESTING OF THE RESIDUAL HEAT REMOVAL PUMPS (TAC NO. MA2455)

Dear Mr. Gipson:

By a letter dated August 4,1998, Detroit Edison submitted two requests for relief (PR-8, Revision 2, and PR-12), requesting relief from certain inservice testing requirements of

- Section XI of the American Society of Mechanical Engineers (ASME) Code for the residual heat removal pumps. The staff reviewed the submittal and a request for additional information (RAI) was forwarded to you in a letter dated September 3,1998. In response to this RAI, in a letter dated September 28,1998, you provided additionaljustification for relief request PR-12. After a discussion with the NRC staff on November 20,1998, you submitted an updated relief request i PR-12 in a letter dated January 13,1999. The staff has completed its review of both relief i requests and is providing the enclosed safety evaluation (SE). Your proposal in request for  !

relief PR-8, Revision 2, to use provisions of a later Code edition that has been incorporated by )

reference in 10 CFR 50.55a, is approved, pursuant to 10 CFR 50.55a(f)(4)(iv), on the basis that ,

you have committed to meet all the related requirements of ASME OM-6 Standard. Pursuant to l 10 CFR 50.55a(a)(3)(i), request for relief PR-12 is authorized on the basis that the proposed attemative will provide an acceptable level of quality and safety.
