SUBJECT: FERMI INSPECTION REPORT 50-341/99007(DRP)

Dear Mt. Gipson:

This refers to the inspection conducted on April 2 through May 15,1999, at the Fermi 2 Facility.

The enclosed report presents the results of this inspection.

During this inspection period, we noted that the operation of your facility was conducted in a

deliberate and conservative manner. Specifically, we observed effective coordination between

operations and maintenance personnel, and appropriate management oversight during the

conduct of planned maintenance on the main condenser and the scram solenoid pilot valves.

Other observed routine surveillance and maintenance activities were also performed in

accordance with established procedures, and we noted that effective radiation protection

measures were implemented. In addition, we observed your staff effectively identifying and

documenting deficiencies in the corrective action program, and the causes of these deficiencies

were being thoroughly investigated.

We are concerned with the overtime program weaknesses that you identified, specifically the

requirement for management approval of overtime deviations not being met. Additional!y, you

identified that the overtime program did not meet the original intent of previously issued Generic

Letters. We recognize that your staff identified these issues, the corrective actions that you

have initiated were appropriate, and no apparent safety consequences resulted from the

overtime program weaknesses. You are encouraged to continue to periodically assess the

adequacy of this program, as well as other required programs, to ensure inat the programs are

being implemented as initially intended by the regulatory requirements.

Based on the results of this inspection, the NRC has determined that one violation of NRC j

requirements occurred concerning the failure to meet Technical Specification requirements

regarding the approval of overtime deviations. This violation is being treated as a Non-Cited i

Violation (NCV), consistent with Appendix C of the Enforcement Policy. This NCV is described

in the subject inspection report. If you contest the violation or severity level of the NCV, you

should provide a response within 30 days of the date of this inspection report, with the basis for

your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
