SUBJECT: NRC INSPECTION REPORT 50-341/99002 (DRS) AND NOTICE OF

VIOLATION ,

Dear Mr. Gipson:  ;

On January 29,1999, the NRC completed an inspection of your Enrico Fermi, Unit 2, Nuclear 1

Generating Plant. The inspection was conducted from January 11 through January 29,1999.  !

At the conclusion of the inspection on January 29,1999, the inspection results were discussed 'I

with members of your staff.  ;

Areas examined during the inspection are identified in the report. The inspection included an

assessment and evaluation of engineering support, design change and modification activities  ;

including 10 CFR 50.59 evaluations and screenings, as well as corrective action and intemal

assessment activities. Within these areas, we selectively observed activities in progress, '

reviewed procedures and representative records, observed plant conditions, and discussed  !

activities and cor. ems with members of your staff.

Overall, our inspection results indicated that engineering and problem correction activities at the i

Fermi Plant were effective. In r.1ost cases, the recently implemented corrective action system '

appeared to be working well. One violation was identified during the inspection in the area of

design control. This violation contains three examples of calculation errors, which indicated

possible problems in the overall control and accuracy of engineering calculations. Although two l

of the errors occurred some time ago, there were opportunities to detect and correct these ,

errors when the calculations were recently revised.

The violation is cited in the enclosed Notice of Violation (Notice), and the circumstances

surrounding it are described in detailin the enclosed report. The violation is of concem because  !

errors existed in three of the six calculations reviewed. Although Technical Specification

requirements were not exceeded, margins for conservatism were substantially reduced.

Please note that you are required to respond to this letter and should follow the instructions in

the enclosed Notice when preparing your response. In your response please indicate the

actions you are taking to identify and correct potential errors in other existing calculations. The

NRC will use your response, in part, to determine whether further enforcement actions are

necessary to ensure compliance with regulatory requirements.
