AFFIDAVIT OF RICHARD H. STROME (NHLP-4)

RICHARD H. STROME, being on oath, hereby deposes and says as follows:

1. I am the Director of the New Hampshire Civil Defense Agency (NHCDA).
2. The New Hampshire Civil Defense Agency has taken.

reasonable measures to ensure adequate notification procedures for the hearing impaired.

3. The Emergency Broadcast System announcement will urge persons in the evacuation area to check on neighbors with hearing impairments and assist them in understanding-emergency instructions.

4. Text will be added to the Emergency Broadcast System ,

i section of the Emergency Public Information Calendar inailed to every household in the EPZ. The addition instructs neighbors of the hearing impaired to personally verify that their neighbars understand any emergency instructions issued. Similar text will be added to Emergency Public Information material contained in telephone book advertisements and brochures. Draft copies of these changes are attached hereto and marked "A" "B" and "C".

5. The New Hampshire Civil Defense Agency has conducted a Special Emergency Help survey in part to identify people who require special notification (i.e., hearing-impaired).

A copy of the survey card is attached hereto and marked "D".

This survey will be updated annually employing a distribution methea designed to reach as many EPZ residents as possible.

I How You Would Be Told about an Emergency If there were an emergency, a siren would make a steady three-to-five minute sig-nal. If you hear this signal:

1. Go indoors. Turn your radio to an Emergency Broadcast System station.

You will be told what to do. Staying tuned to the radio might be all you would need to do. Or, you might be told to take other action.

2. Do not use your telephone except for a _ _ _
