AFFIDAVIT OF RICHARD H. STROME (SAPL CONTENTION NO. 18)

I, RICHARD H. STROME, being on oath, depose and say as follows:

1. The Special Needs Survey conducted by the NHCDA in March, 1986 served to identify persons within the 17 communities of the Seabrook Station EPZ who do not have access to a private vehicle and who, therefore, may require transportation assistance at the time of an emergency.
2. Volume 16 through 32 of the NHRERP comprise all of the 17 New Hampshire Town RERPs. In Section IV of each plan, an attachment to the procedure of the Transportation Coordinator (or equivalent responsible individual)' provides 8704020569 870325 PDR ADOCK 05000443 G PDR

A the individual town transportation requirements. Included in each list, is a category entitled " Residents Requiring Transportation", which identifies the number of people within this category and the number of buses that have been allotted to meet their needs. These requirements are not f based on an assumption of a specific percentage of the ,

population without cars, but are obtained directly from the NHCDA Special Needs Survey.
3. In each case, the capacity of buses allotted surpasses the number of residents who have indicated that they may require transportation assistance. (A minimum of

-three buses have been allotted to each town regardless of the fact that this capacity far exceeds the requirements in several cases.) The totality of bus resources on which the  !

plans rely is confirmed by letters of agreement contained in

Volume 5 of the NHRERP.
4. The allotment of transportation resources does not' consider the phenomenon known as " ride sharing" which assume i

i that people will, in an emergency, obtain rides in the i personal vehicles of other evacuees. {

5. NHCDA has committed to the FEMA RAC to include  !

language in public information materials and in EBS messages requesting people to provide assistance to others who may be in need.

6. The difference in total numbers of buses shown in Revision 2 local plans and that shown in NHRERP, Volumes 2 i

.i and 4, Appendix I is due to the fact that local plans include-bus numbers for all transit dependent segments of each community. Appendix I~of Volumes 2 and 4 shows the total required only for school populations plus the Rockingham County Nursing Home and Jail. Appendix I will be corrected to be consistent with the local plans. The total number of 482 shown in the Revision 2 local plans reflected the maximum number required at the time Revision 2 of the NHRERP was-issued. The difference no longer has relevance.

Current counts of school populations and other special facility populations, and the most recent results of the

! special needs survey, have increased the maximum number required to 515. This current number of maximum bus requirements does not impact on the sufficiency of 4

resources.

7. It is my opinion that the New Hampshire State and local RERPs identify and provide for the availability of i

transportation resources that amply exceed the capacity I

required for persons who may need transportation assistance at the time of an emergency.
