(CLI-99-06), North Atlantic Energy Service Corporation ("NAESCO"), operating licensee for

~i Seabrook Station, Unit 1, hereby informs the Commission, presiding officer, end parties that it will not participate in this Subpart M proceeding as a full party. As explained in its filing ofJanuary 12, i

1999, in NAESCO's capacity under the Seabrook Station Managing Agent Operating Agreement, NAESCO acts as the licensed operator and is responsible for Nuclear Regulatory Commission licensing matters. In that capacity, NAESCO filed the application at issue in this proceeding on behalf ofMontaup Electric Company, a co-licensee, and Little Bay Power Corporation. However, NAESCO takes no position at this time on the issues raised by New England Power Company and accepted for informal hearing. Nonetheless, given NAESCO's obvious interest in the matters being P 43 9 FINt ,

addressed, NAESCO wishes to remain on the service list for all filings." Moreover, as indicated by the Commission, NAESCO will retain the option to submit a post-hearing amicus curiae brief.
