Strome, being on oath, hereby depose and say as follows:
1.
I am the Director of the New Hampshire Civil Defense Agency (NHCDA).
2.
As described in the New Hampshire Emergency Response Plan (Volume 1, 2.1.4), activation of the public alerting system for a radiological emergency is a primary responsibility of the NHCDA.
3.
Letters were signed by myself or other NHCDA senior staff members and cent to the appropriate officials in Hampton Falls as part of the State of New Hampshire's effort to ensure that their resource needs including communications equipment were met.
These letters are attached hereto and marked as "A",
"B",
"C" and "D".

The State of New Hampshire remains ready to provide the communications equipment necessary for the initial notification requirements complained about in this contention.

In the event of a radiological emergency at the Seabrook Station, an emergency plan can and will be i
implemented for the Town of Hampton Falls.
In the event that the Town of Hampton Falls cannot implement the Town of Hampton Falls Plan, then the State of New Hampshire can and will implement the New Hampshire Radiological Emergency Response Plan, Volume 2, Appe14 dix G, entitled Concept of Operations for Providing State Assistance to Municipalities Unable to Respond to an Emergency, to provide the necessary emergency response capabilities for the Town of Hampton Falls.

Recently a letter containing Equiement RecLest Forms (cooles encl: Sed) was forwarded to you.
These forms are designed to assist you in cefining your community's needs to meet the recuirements of the New Hampshire 9adiological Emergency Resconse Plan.
They should be used to reauest eouloment oursuant to the orovis'.ons of RSA 107:8. Reouests for direct financial succort should be submitted in a narrative format stating the amount requested, the justification for the recuest and the manner in which it will be discersed.
RSA 107:9 states that municioalities will annually submit a recuest for assistance to the Director of the New Hamoshire Civil Defensa Agency.
Those recuests should follow the format outlined above.
Equioment recuests should be made on the Eouicment Rectest Forms.
Information received as cart of t91s crecess will be used by the New Paceshire Civil Defense Agency to deveico a radiological emergency resconse budget.
Your orenct attention to this matter is accreciated and will enable us to crovide the resources needed to maintain the traditionally high level of emergency resconse cacability that has been demonstrated.
