The following ciarlfles the numbers of personnel required. First, the 671 number attributed to my l

office in the media was for certain State response personnel only and did not include either ,

i participating Emeryncy Planning Zone (EPZ) community or Host community personnel, The 1263 . q personnel referred to in my, affidavit of August 16,1990 is the total of State and EPZ' community personnel. ~ While the 1263 does not include local staffing for the four EPZ communities who have recently begun planning or who do not yet participate in planning, it does include all State personnel ,

who provide staffing for those four communides,

4. If the Host communities are included, 49 additional personnel are required to staff Host community emergency operations center (EOC) positions. While on August 16,1990 two of those 49 positions were vacant, the Fire Chlet for Rochester and the Town Manager for Salem, these _ j i

positions have been filled.

5. Adding the 49 Host Community EOC positions to the 1263 State and EPZ community ,

positions results in the 1312 positions referred to in Mr. Strome's report. j r

6. In addition to the 1312 positions identified above, 364 monitoring and decontamination  !

l positions are _ raquired to staff one shift at the reception centers located in the four Host communities. Additionally, there are 48 monitoring and decontamination positions required to staff ~

both the first and second shifts (24 per shift) at the Emergency Worker Facility. Currently, there are -

l sufficient trained host community and' mutual aid fire department personnel available to staff these positions, 2

L 7. In his affidavit, Mr. Sinclair rains the issue of training of ' emergency response personnel.

- The State of New Hampshire offers an on-going training prograrn to emergency responders in accordance with'the New Hampshire Radiological Emergency Response Plan. As of' August 1990,  ;

emergency response personnei are evaluated on an 'on going basis during periodic drills and in particular~ during the FEMA evaluated exercises. A FEMA evaluated exercise is scheduled for >

Seabrook Station in December 1990. In addition, many State personnel who staff NHRERP positions also receive training and participate in drills and exercises to support emergency preparedness at-the Vermont Yankee nuclear generating station.

8. Maintenance of an adequately staffed and trained organization is ensured by the provisions Jof the NHRERP. NHRERP staffing rosters-are reviewed annually based.on training records and consultation .with State department administrators and. local emergency management directors.

NHRERP Telephone Lists are updated on a quarterly basis in compilance with NUREG 0654, ll.P.10.

Where personnel changes are identified during the quarterly updates of telephone. numbers those.: .;.

changes.are included in the update of the staffing rosters, in addition, in accordance with FEMA- .

Guldance Memorandum PR 1, I am required to certify on an annual basis the availability of an adequately trained emergency response organization. As a result, the State of New Htmpshire:

maintains training records for personnel who staff NHRERP positions. These records consists of both' computerized and hardcopy records.

' 9. As set forth above, and as developed in my two previous affidavits,'_it is still my opinion that an adequate number of trained staff is available to implement the NHRERP in the event of a radiological emergency at Seabrook. Moreover, the State remains comraitted to ensuring that-adequate personnel are available to implement the NHP.ERP regardless of future budgetary actions.
