The purpose of this letter is to provide the NRC with Northeast Utilities Service Company's (NUSCO) response to the request for public comment on the Integrated Review of the Assessment Process for Commercial Nuclear Power Plants published in the Federal Register on August 7, 1998 (63 FR 42439). We appreciate the opportunity to provide comment on this important issue and compliment the efforts of the NRC to improve the approach used for regulatory oversight of the commercial nuclear power industry.

NUSCO endorses the comments being provided by the Nuclear Energy Institute (NEI) on behalf of the nuclear industry. Specifically, NUSCO considers that the NRC assessment process should be based upon objective performance indicators that are risk informed and broad enough to determine that the plant is operated safely, and the health and safety of the public is adequately protected. This assessment philosophy received wide support during the NRC-sponsored Performance Assessment Workshop '0 held September 28 to October 1, 1998.

The NRC assessment process should include consistently applied thresholds for both licensee and NRC interaction. Specifically, the NRC could focus on key licensee programs and processes (e.g., corrective action, safety conscious work environment, human performance) and consider licensee performance, as reflected by the "safety indicators," and rely on licensee self-assessments and the corrective action program to the maximum extent practical. U.S. Nuclear Regulatory Commission B17483>Page 2 assessment unless there is substantial evidence produced by the'NRC to indicate that the plant is not operated safely or that the protection provided to ensure public health and safety has eroded to a point where an increased level of NRC intervention may be required.
