AFFIDAVIT OF STANLEY J. PLODZ1X,_JB I, Stanley J. Plodzik, Jr. , hereby depose and state the following:

1. I am the Assistant Administrator of Patient Services for Portsmouth Regional llospital. As such, I am familiar with the facts and circumstances portaining to the evacuation of advanced life support ( ALS) patients from the hospital. I have read and am familiar with the affidavit of Dr. Donovan.

Albertson, dated June 25, 1990, and havo talked to Dr.

Albertson about his views on the preparation of ALS patients for transport that are contained in that affidavit. I do not differ with him on what is said in the affidavit. The purpose l

2. I agree with Dr. Albertson that 45 minutes appears to be a fair estimate of how long it would take to prepare and load an ALS patient assuming normal weekday stuffing levels. l l

llowevor, during evening night and weekend shifts the house wide support staffing 1cvol at Portsmouth Regional llospital is reduced. Like most host tals, Portsmouth Regional }!ospital has l three shifts. In addition to those usual three shifts of 7:00 l

a.m. to 3:00 p.m., 3:00 p.m. to 11:00 p.m., and 11 p.m. to 7:00 a.m., The hospital also has a swing shift that goes until 7:00 p.m.. From 7:00 p.m. to 7:00 a.m. tho hospital wide support staffing lovel at the hospital is considerably reduced from the <

lovels that exist during wookday day time.

3. That reduced support staffing lovel would have a significant impact on the amount of timo that it would take to prepare and load ALS patients into ambulances. The staff required to perform the stops necessary to prepare and load ALS patients would result in it taking considerably longer than the 45 minutos estimated by Dr. Albertson for day time wookday shifts. patient into an ambulanco during the evening or night timo would probably take in the range of sixty to ninety minutes.

4. Although the Portsmouth Regional llospital has an emergency preparedness program that allows 'or calling in additional staff in the event of an omorg0ncy, I do not bellove i

that~the activation of that call-in procedure would have a i L significant impact on reducing the sixty to ninety minute estimated time for preparing and loading ALS patients during the evening and night time.
