1. I am the Director of the New Hampshire Civil Defense Agency (NHCDA).

2. The NHRERP reflects the use of the South Fr.mpton i Fire Station as the Local EOC.
3. NHCDA has offered to coordinate the identification  ;

through a series of letters signed by me or other NHCDA senior staff members and sent to South Hampton (see i

attachment to Strome Affidavit). Although TOSH has voted i

4 not to accept any RERP equipment, NHCDA remains committed to this offer.

4. In the event of a radiological emergency at the Seabrook Station, an emergency plan can and will be implemented for the Town of South Hampton. In the event

, that the Town of South Hampton is unable to implement the emergency plan, then the State of New Hampshire can and will implement the New Hampshire Radiological Emergency Response Plan, Volume 2, Appendix G, so entitled Concept of Operations for Providing State Assistance to Municipalities Unable to Respond to an Emergency, to provide for the necessary emergency response capabilities for the Town of South Hampton.

l June 19, 1985 Deart The New Heapshire Civil Defense Agency has begm to coordinate the responses received in reply to our letter dated May 13, 1985 (copy attached).

However, we are lacking responses from some comusanities. The completion of tnis phase of our planning is essential to the success of the overall planning effort. Most community officials have indicated to us the importance of having this e@ipment on hand for the implementation of their Radiological Emergency Response Plan (RERP).

A public hearing will be held at the Rockingham County Courthouse on the 18th of September at 7:30 p.m. to discuss those additional resources needed by tne various comunities having responsibilities outlined in the various state and local Radiological Emergency Response Plans. We would hope that the hearing will allow this Agency to submit a consolidated resource listing to the Chairman of the Public Utilities Comission for approval and assessment of costs as outlined in New Harrpshire RSA 107B.

In order to expedite the hearing process, would you please designate in writing to this Agency soaeone to appear officially on behalf of your cormunity at the public hearing with a consolidated listing of projected connunity resource requirements.

Recently a letter containing EgJicment ReoJest Forms (cooles enclosed) was forwarded to you. These forms are designed to assist you in det'ining your community's needs to meet the requirements of the New Hampshire Radiological Emergency Response Plan. They should be used to reouest equioment, cursuant to the orovisions of RSA 107:8. ReQJests for direct financial supoort should be submitted in a narrative format stating the amount requested, the justification for the regJest and the manner in which it will be dist?rsed.

RSA 107:9 states that municioalities will annually submit a request for assistance to the Director of the New Hamoshire Civil Defense Agency. Those requests should follow the format outlined above. Equioment requests should be made on the Equioment Request Forms. Information received as cart of this crecess will be used by the New Hampshire Civil Defense Agency to develoo a radiological emergency resconse budget.

Your Dronet attention to this matter is accreciated and will enable us to orovide the resources needed to maintain the traditionally high level of emergency response cacability that has been demonstrated.
