AFFIDAVIT OF RICHARD H. STROME (TOSH 1)

I, Richard H. Strome, being on oath, hereby depose and say as follows:

1. I am the Director of the New Hampshire Civil Defense Agency (NHCDA).
2. The letter of agreement with the New Hampshire Towing Association listed in Volume 5 of the New Hampshire Radiological Emergency Response Plan (NHRERP), has been signed by the appropriate parties. Attached is a copy l marked "A".
3. Volume 1 of NHRERP, Revision 2, states in Section l l

8 "The state has'also executed letters of agreement with private tow companies in.and'near the-Seabrook EPZ. The letters are included in Volume 5 of the NHRERP."

4. Volume 5 of the NHRERP also contair.s sixteen (16) letters of agreement with towing companies. These companies commit to provide approximately 42 towing vehicles with respective drivers and crews as needed.
5. The current letters of agreement with the towing companies should provide resources in excess of.the recommendations for towing equipment contained in Section 12 of Volume 6 of the NHRERP.

LETTER & AGREEFENT 8e it known that the New Hampshire Towing Association, having the capabilities required to provide the vital resources necessary to conduct emergency towing services in the event of major emergencies, and the flew Hampshire Civil Defense Agency, under the direction of the Governor and the Civil Defense Director and charged with emergency preparedness for the State, have agreed that the New Hampshire Towing Association will, in time of major emergencies such as flooding or an accident at the Seabrook fluclear Power Station, or other such natural or man-made disasters, provide emergency tcaing service as needed and under the terms of corrpensation deemed by proper authority as f air and equitable.
