Dear Mr. Terry:

l On September 18, 36, the NRC issued Generic Letter (GL) 96-05, " Periodic Verification of

Design-Basis Cap lity of Safety-Related Motor-Operated Valves," requesting each nuclear '

4 power plant licenset to establish a program, or to ensure the effectiveness ofits current program, to verify on a periodic basis that safety-related motor-operated valves (MOVs) l continue to be capable of performing their safety functions within the current licensing bases of the facility.

i On November 15,1996, Texas Utilities Electric (TU E!ectriclticensee) submitted a 60-day response to GL 96-05 indicating its intent to implement c.e actions requested in GL 96-05 at Comanche Peak Steam Electric Station (CPSES), Units 1 and 2. On March 14,1997, the licensee submitted a 180-day response to GL 96-05 providing a summary description of the MOV periodic verification program planned at that time to be implemented at CPSES Units 1 and 2. In submittals dated May 21 and June 24,1998, the licensee revised its response to GL 96-05 and updated its plans for establishing an MOV periodic verification program. ,

The NRC staff has reviewed the licensee's submittals and applicable NRC inspection reports, and finds that the licensee has established an acceptable program to verify periodically the l

design-basis capability of the safety-related MOVs at CPSES Units 1 and 2. As discussed in the enclosed safety evaluation, the NRC staff concludes that the licensee is adequately  !

addressing the actions requested in GL 96-05 at CPSES Units 1 and 2. The NRC staff may conduct inspections to verify the implementation of the MOV periodic verification program at CPSES Units 1 and 2 is in accordance with the licensee's commitments; the attached NRC ko\

safety evaluation; the NRC safety evaluation dated October 30,1997, on the Joint Owners 3 Group Program on MOV Periodic Verification; and the NRC safety evaluation dated August 14, 1998, on the CPSES Units 1 and 2 risk-informed inservice testing program.
