ALLEGATION 4-83-A For the Allegation File, Not to be Released In mid ~ the above allegation was passed to me. It has been decided during an allegation review board that the best way to handle F e issues raised by the alleger was to discuss them with senior Texas Ut iities Electric Company officials and solicit information from them on these items.

Since the apparent nature of the " intimidation" was not related to the performance of craft activities or reporting of defects but was of the nature of an abrasive supervisor, this was considered an appropriate mechanism.

Accordingly, I contacted B. R. Clements in mid Mand outlined the problem. He returned the call several days later and iTndicated that the morale problem created by the work sampling group had been recognized several months earlier and the accounting procedures had been changed so that people who were studying a drawing or manual were not reported as being " idle." This has alleviated the moral problem.

On the issue of tr,aining, Mr. Clements made two points, that the above change in work sampling he"ve alleviated pressure on supervisors to keep personnel b' apparently " working" and that an would not normally be expected to study and understand the manual referred to. Mr. Clements indicated that quality assurance auditors check the status of craft training and would be alerted to this.

I have not passed this information back to the alleger yet and I apologize for letting this meno get caught up in the whirl of activities that we have been involved in since September.

My own review of allegations that we have received from Comanche Peak Steam Elec:ric Station has not revealed any that parallel this. We shall certainly have to reopen this item if we get any whisper of similar problems. For the time being, I recommend we close this allegation.
