Dear Mr. Orser:

Thank you for the letter from Mr. Douglas R. Gipson of your staff dated-January 29, 1993, in response to our October 21, 1992 letter )ertaining to the evacuation routes for the Fermi emergency planning zone and tie review of the evacuation time estimate (ETE) study (AMS No. RIII-92-A-0072).

In our letter, we requested that you provide my staff with the results of your review of the 1985 ETE study using 1990 census data.

Your response indicated that no appreciable changes had occurred in the permanent population or roadway capacity to alter the conclusions of the 1985 ETE study.

It appears that your evaluation is sufficient to support your conclusions.

However, since this concern is related to offsite emergency planning, the Federal Emergency Management Agency (FEMA) Region V will review this concern and the results of your evaluation. We request that you retain the supporting documentation for your evaluation of this concern for a minimum of one year from the date of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be.placed in the NRC Public Document Room.
