Commonwealth Edison submitted, pursuant to 10 CFR 50.90, a proposed amendment to Facility Operating Licenses DPR-39 and DPR-48. The proposed amendment would completely revise the Technical Specifications (Appendix A to the Operating Licenses), using the guidance provided in Reference 1 to produce a set ofImproved Technical Specifications (ITS) for Zion Station.

The purpose of this letter is to supplement Commonwealth Edison's previous submittals to incorporate recently approved License Amendments (Amendment numbers through 177 for Unit I and through 164 for Unit 2). Attachment 1 is a summary of the recent amendments and the associated :onforming changes to the previously submitted ITS packages. In addition, Attachment 2 is a clarification to the Shift Supervisor responsibilities in regards to control room command authority is also being submitted. The purpose of this change is to correct an error in the previous submittals that would only allow a Unit Supervisor to be the Control Room SRO for both units if the second unit is in MODES 5,6 or defueled.

With this submittal, the License Amendment Request for Zion ITS conversion is complete.

This supplement provides a complete copy of the proposed ITS in both hard copy and electronic media for NRC use in issuing the license amendment.

Zion Station's ITS were developed by first applying the Technical Specification Selection Criteria outlined in the NRC Final Policy Statement on Technical Specification Improvements of July 22,1993, and contained in 10 CFR 50.36 to the Zion Station current Technical Specifications, to determine which Specifications were to be retained in the ITS. The retained Specifications were rewritten based on the format and technical basis contained in NUREG i 1431. The rationale for relocated specifications was documented for every relocation.

and applicable based on Zion Station's design or licensing basis. These changes were l documented and a discussion or justification provided as to why the change was appropriate. )

In addition, any differences to the generic standard specifications in NUREG-1431 were l identified and a discussion or documentation of the change was provided. I Zion Station performed technical reviews of issues that were identified during the preparation i and submittal of the ITS. Zion Station has supplemented the ITS submittal to reflect clarification of the licensing basis as requested by the NRC (e.g., Service Water passive failure), in addition to changes based on recent understandings reached on system design, capabilities, and operation (e.g., shared systems such as Service Water, Component Cooling Water, Fuel Handling Building Ventilation). These supplements have all been reviewed and approved by the Commonwealth Edison Onsite and Offsite Review groups in accordance with Commonwealth Edison procedures. These changes were reviewed and discussed with the NRC.

Throughout this process, Zion Station performed technical reviews and assessments of the ITS implementation, which identified other required changes to the ITS. The changes made as a result of this assessment provide additional assurance that the ITS properly reflect Zion Station's design. With Supplement 9, the Zion ITS submittal is complete, and the ITS can be implemented as written upon receipt of the License Amendment.

Zion Station is requesting that the ITS be issued with an 90 day implementation period, allowing adequate time to complete an final implementation review prior to implementing the ITS.

This proposed supplement has been reviewed and approved by Commonwealth Edison Onsite and Offsite Review groups in accordance with Commonwealth Edison procedures.
