Exercise Report of the July 16, 1985, Exercise of the Offsite Radiological Emergency Preparedness Plans for the Davis-Besse Nuclear Power Station Attached are two copies of the Exercise Peport of the July 16,1985, joint exercise of the offsite radiological energency preparedness plans for the Davis-Besse Nuclear Power Station. H is was a joint full participation exercise for the State of Ohio and Ottawa County. h e report dated

October 4,1985, was prepared by Region V of the Federal Emergency Management Agency (FEMA).

h ere were no deficiencies observed during the exercise. here were two NUREG criteria (J.ll for the State of Ohio svi K.3.b. for Ottawa County) identified as areas requiriry corrective actions; however, these exercise inadequacies did not detract fran the overall demonstrated capability to

- protect the health and safety of the public. Attached is a schedule of corrective actions subnitted by the State of Ohio. FENA Headquarters and Region V staff have reviewed the schedule of corrective actions submitted by the State and found it to be adequate.

While there were no deficiencies identified durirg the July 1985 exercise, it nust be noted that two significant areas partially within the 10-mile r emergency plannirg zone (EPZ) did not participate in the exercise-,Jerusalen Township (Lucas County) and the City of Port Clinton (Ottawa County).

In the case of Incas County, a REP plan has never been submitted to FEMA for review, and neither the County nor Jerusalen Township have participated in any exercises. However, it should also be noted that exercise objectives have never required their participation.

r Concerning Ottawa County, the County plan previously included REP planning for that part of Port Clinton within the existing 10-mile EPZ. Objectives for prior exercises provided for appropriato County and city participation.

However, on April 30, 1985, the Ohio Disaster Services Agency (ODSA) submitted a proposal to FEMA to redefine the 10-mile EPZ. This proposal, among other things, eliminates Jerusalem Township and the entire City of Port Clinton from the 10-mile EPZ. The July 1985 exercise objectives were prepared based on ODSA's proposed 10-mile EPZ. Therefore, no objectives were included for the City of Port Clinton.

Assuming there is no agreement on excluding the City of Port Clinton and Lucas County fran the Davis-Besse 10-mile EPZ, exercise objectives for the city and County will be required in the next biennial exercise.

Finally, I would like to point out that FEMA has notified Governor Celeste and ODSA that the proposal to redefine the 10-mile EPZ is not acceptable.

Details are contained in the attached letters fran FEMA to the Governor and ODSA dated December 9, 1985. The letters also reference other requirements which must be met in the near future before FEMA will continue processing Ohio's plans and preparedness for the Davis-Besse site under 44 CFR 350.
