SUBJECT: VERMONT YANKEE FULL-PARTICIPATION, EMERGENCY PREPAREDNESS

EXERCISE INSPECTION: NO. 50-271/97-01

Dear Mr. Reid:

This letter refers to the NRC-graded, biennial, emergency preparedness exercise inspection

led by Mr. J. Laughlin, at Vermont Yankee Nuclear Power Station, Vernon, Vermont,

during the period of March 18-20,1997. The inspection evaluated the performance of

your emergency response organization (ERO) during the March 19,1997, Vermont Yankee

full-participation emergency preparedness exercise. The inspectors discussed the findings

of this inspection with you (Mr. R. Barkhurst) and others of your staff on March 20,1997.

Based on our observation of the exercise, the overall onsite performance of the Vermont

Yankee ERO was very good. Simulated events were accurately diagnosed, proper

mitigation actions were performed, emergency declarations were timely and accurate, and

offsite agencies were notified within the required time period. No exercise weaknesses,

safety concerns, or violations of NRC requirements were identified.

However, two issues regarding the implementation of emergency operating procedure

(EOP) were identified. First, the ERO appeared to deviate from EOP procedural compliance

when flooding the primary containment by venting the reactor pressure vessel through the

safety relief valves instead of the prescribed flow path to the condenser. This item is

unresolved pending further NRC review. Second, there was an apparent conflict which

could result in exceeding the primary containment design pressure. These issues are

important to effective EOP implementation and should be resolved in a timely manner.
