In its September 7,1978 status report, the NRC Staff estimated, subject to several uncertainties, that the Staff's final direct testimony could be filed on October 20, 1978. Unfortunately, it is no longer feasible for the Staff to meet this date.

As we had feared in our previous report to the Board, the availability of the analyses from consultants with the Department o' Energy and the Oak Ridge and Argonne National Laboratories will cause a slippage of approximately three weeks in the completion of important portions of the Staff interdisciplinary team's work. Some of the information from these outside sources is becoming available now, and it is expected that the rest of the information will be available over the course of the next two weeks. If all of the outside information is received by October 20, and if the information does not unexpectedly give rise to a need for further information, the Staff estimates that the final testimony will be filed on November 13,1978 (with the possible exception of certain pictorial exhibits which may not be ready until shortly after the testimony is

, filed).

This estimate provides time for making the Staff's information and analyses available to the parties in a meaningful way prior to the completion of the final direct testimony. Our expectation is to meet with the parties on or about November 6,1978. We will provide the parties with a draft of as much of the Staff's testimony as practicable approximately a week in advance of the meeting. As noted in our previous report, a possible outcome of such a meeting could be the need for alteration l of the Staff's testimony which could affect our ability to file it on November 13, 1978.

e The Staff regrets the necessity of departing from the previously esti-mated filing date. We appreciate the flexibility the Board has shown and ask the Board's indulgence in the fact that there are some continuing uncertainties in our present estimates. The magnitude of the task being performed by the Staff is large. It may be helpful for the Board to know at this time that the Staff's direct testimony probably will exceed five hundred pages. 6 I
