Complete By letter of November 25, 1992, North Atlantic Energy Service Corporation-l (NAESC) submitted License Amendment Request 92-14 for Technical Specification (TS) changes to allow the independent Fixed Incore Detector System (FIDS) at Seabrook Station to be used for the periodic in-core power distribution TS surveillance requirements, as an alternate to the standard Movable Incore Detector System.

We have reviewed the submittal and find the NAESC request regarding TS changes l

required for use of the Seabrook FIDS to be acceptable, as discussed in the safety evaluation report provided as Enclosure 1. _ The SER does require some limited continued use of the movable detector system. This condition was discussed with the licensee in a telecon with Mr. DeAgazio and Dr. Schwenk and 1

is acceptable to NAESC. Our SALP evaluation is provided in Enclosure 2. -This completes our effort on TAC No. M85020.
