  • Gentlemen:

Enclosed are advance photocopies of the NRC Staff's direct testimony in the Seabrook alternate site analysis remand proceeding, along with the professional qualifications of the experts who participated in the preparation of the testiwy. Copies are being delivered to the active parties so that the tes+ imony will be in their hands not later than Monday, December 4', 1978. The printed and bound copies, which will include the photographs referenced in the text, will be served by December 11, 1978.

The Staff is also enclosing copies of "The Oak Ridge Fog and Drift Code (0RFAD) User's Manual (0RNL/TM-5201)" for the general background information of the Board and the parties in connection with the drift analyses of H. McClain contained in the appendix of the enclosed testimony.

The Staff believes it is now incumbent on the other parties to set forth with specificity the issues they seek to litigate at an evidentiary hearing, either by cross-examination of the Staff or by presentation of 1

7, their own testimony. The Board has scheduled a conference call for December 8, 1978, at 11:00 a.m. (EST), to discuss, among other things, the specification of issues. The Staff urges the Board to consider, in addition, the issuance of an appropriate order requiring the other parties:

to file by December 11, 1978, a written specification of issues, if any, on which they seek an evidentiary hearing; and to file any affirmative testimony by December 18, 1978.
