SAFETY EVALUATION (SE) REGARDING THE DUQUESNE LIGHT COMPANY SUBMITTAL TO CHANGE THE REACTOR PRESSURE VESSEL (RPV) SURVEILLANCE CAPSULE WITHDRAWAL SCHEDJLE, BEAVER VALLEY POWER STATION. UNIT NO. 2 (TAC N0. M95102)

Dear Mr. Cross:

By letter dated March 27, 1996 Duquesne Light Company (DLC or the licensee) submitted the results of the analysis of Capsule V from the Beaver Valley Unit 2 reactor pressure vessel (RPV) surveillance program (WCAP-14484). The licensee requested that the staff review the information provided in Table 7-1 of WCAP-14484 regardihg changes in the RPV surveillance capsule withdrawal schedule. The changes to the withdrawal schedule were due to recalculation of the projected vessel and capsule fluences based upon the use of the state-of-the-art ENDF/B-VI cross-section library. The staff issued a request for additional information (RAI) regarding this submittal on October 18. 1996.

The licensee responded to this RAI with letters dated January 2 February 10, and February 13. 1997. The licensee's February 10, 1997. letter requested approval of the changes to the capsule withdrawal schedule without a license amendment.

The staff has reviewed the licensee's original submittal dated March 27, 1996, and the January 2. February 10. and February 13, 1997 letters. The staff has concluded that the schedule change proposed by the licensee is consistent with the American Society for Testing and Materials Standard E185-82 and the current Beaver Valley Unit 2 licensing basis.
