Revision 3 Summary of Changes Pages 1-3 and Relief Request IR-$ vas withdtavn. The use of
'3-5 autoscaling vibration monitor!ng equipment for measuring pump vibration levels was reviewed and approved in ASME Code Case N472. The conclut.f ons of the AShE Code Case vere approved for use as documented in NRC Regulatory Guide 1.147, Revision B, November 1990. Therefore, the previously submitted Relief Request was no longer required for program implementation.
Tr.ble 7-3, The pressure gauges used for testing RHR pump Draving ISI-D-266 2-1205-P6-002 vere added to Table 7-3 to reflect present plant _ conditions. Draving ISI-D-266 vas revised to show the pressure gauges' indicated on Table 7-2 (also per present plant conditions) for RHR pump 2-1205-P6-001, and the minimum flov test circuit was deleted. These changes are considered editorial in nature.
Page 12-37 Valve numbers PSE-8988 and PSE-8989 vere added to tue containment spray additive tank vacuum breakers.
These. changes do not modify the testing requirements for-these valves and is considered editorial in nature.
Page 12-46 Valve HV-3548 is a motor-operated globe valve _and as such does not have a fail-safe actuator and does not change position on loss of actuator power. Fail-safe testing is not applicable _to this valve and as such the requirement was deleted. 1This change is considered editorial-in nature.
Pages-12-59, 12-60, Cold Shutdown Justificaton CS-17 was withdravn. The '
and 14-17 testing frequency for the Main Steam pover-operated relief valves (valve. numbers PV-3000, PV-3010, PV-3020, and PV-3030) has been changed from cold shutdovn to quarterly. These valves can be isolated by closing manual isolation valves to facilitate full-stroke testing during power-operation. _Since quarterly testing of the above mentioned valves. vill be added in this revision, Relief Request RR-2 no longer applies.

Pages 12-70,-12-70a, The main feedvater regulating valves (valve numbers and 14-40 FV-0510. TV-0520, TV-0530, and FV-0540) and the bypass feedvater regulating valves (valve numbers LV-5242, LV-5243, LV-5244, and LV-5245) in the condensate and Feedvater $ystem have been added to the Inservice Test Program.. Ongoing reviews of safety analyses have revealed that in order to assure main feedvater termination, redundant isolation capability is assumed to be provided by the main feedvater isolation valves in combination with the main and bypass feedvater l
regulating valves. Vithout this redundant isolation, a single failure could cause unisolable feedvater flov, which is not a condition bounded by the safety analyses as documented in the Vogtle Final Safety Analysis Report. Therefore, closure of the main and l
bypass-feedvater regulating valves in conjunction'vith closure of the main feedvater isolation valves is required. The main feedvater isolation valves are l- already in the Inservice Test Program.
The bypass feedvater regulating. valves vill be tested L
quarterly. However, as discussed in Cold Shutdown L Justification CS-40 which is added by this revision, l' the main feedvater regulating _ valves cannot be n full-stroke tested during normal operation and as such
-U_ they vill be tested on a cold shutdown frequency.
Notes Refer to Cold Shutdovn Justification CS-20 in the current revision for a discussion of the main feedvater= isolation valves.
Page 12-86, A-design change has been irplemented in the plant Dravings ISI-D-175 which removes.the internals of check valves U4-186 and L and ISI-D-276- 04-187. Therefore,.these valves are being deleted from the testing requirements of ASME Section XI.

'.5 1 DEFINI'TIONS Terms _belov, when used in the Inservice Testing Program, are defined as follows:
Quarterly: An interval of 92 days for testing components which can be tested during normal plant operation.
Cold shutdovn: Testing scheduled for cold shutdown vill commence no later than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> af ter entering cold shutdown. Testing vill continue until all-tests are complete or-the plant is ready to return to power. Completion of all testing is not a prerequisite to return to power._ Testing not completed at one cold shutdovn vill be performed during subsequent cold sh'utdowns that may occur before the refueling outage.- In +
case of frequent cold shutdowns,-valve testing vill not be performed 'more of ten than once every 3 months.- The 48-hour-interval need not hold for planned-cold shutdovns when their duration is of suf ficient time -to accomplish all shutdown testing.

p COLD SHUTDOWN JUSTIFICATION CS 40 SYSTEM: Condensate and feedwater - System No. 1305 VALVC(S)-. 1305 FV-0510, 1305 FV-0520, 1305 FV-0530, 1305 FV 0540 CATEGORY: B CLASS: 3 FUNCTION' These valves regulate feedwater flow and close to stop flow if a feedwater line ruptures.
QUARTERLY TEST REQUIREMENT: Exercise, time, and fail COLD SHUTDOWN TEST JUSTIFICATION: Exercising these valves during normal operation isolates primary normal feedwater flow to the steam generators. Isolation of the primarf normal feedwater flow would cause a steam generator transient and could cause a plat' shutdown.
