V0GTLE ELECTRIC GENERATING PLANT 1RSERVICE TEST PROGRAM REVISIONS Please find the enclosed revisions to the Inservice Test (IST) Program for Vogtle Electric Generating Plant (VEGP) Units 1 and 2. The IST Programs were previously submitted as documents ISI-P-008 and ISI-P-016 for VEGP-1 and 2, respectively. The enclose'l program changes represent revisions six and three for the Inservice Test rogram documents.

The enclosed revisions were reviewed against NRC Generic Lt: . 09-04,

" Guidance on Developing Acceptable Inservice Testing Prograns . dated April 3, 1989. It is our belief that the enclosed changes fall wi'.nin the provisions of NRC Gene " Letter 89-04 for program revirions not requiring prior NRC review and spr tal . A; such, we are submitting these revisions to mt ,tain the accuray of tnc VEGP-I and 2 IST program documents on file With ti. NRC. The enclosures contain a brief summary of the ilocument revisions.

It should be noted that we have takte credit fur a previously approved Cold Shutdown Justification in the case of the mair, feedwater regulating valve additions. Cold Shutdown Justi fii ation CS-40 for the regulating valves duplicates the previously approved Cold Shutdown Justification CS-20 for the main feedwater isolation valves and as such, prior NRC review and approval was not requested for this addition.

Additionally, Inservice Testing Program revisions submitted to the NRC by our latters MSV-00060 and MSV-00067 dated May 22, 1990 for VEGP-1 and 2, l respectively, contained Relief Request PR-5 for each unit. The subject relief request would allow the use of autoscaling digital vibration i]

i monitors for obtaining pump vibration measurtments. Since Relief Request PR-5 did not appear to fall within the provisions of NRC Generic Letter 89-04, prior NRC review and approval was considered necessary. However, recent NRC approval of ASME Cooe Case N472, as documented in Regulatory 9104010053 910325 'ef' PDR ADOCK 05000424 g T.
