Dear'Mr. Robertus:

I' The NPDES Discharge Monitoring Report (DMR) for San Onofre Unit 2 covering the month of April is submitted in accordance with the requirements of Order No. 94-49 (NPDES Permit No.

CA0108073). = A summary of the generating unit's status and significant analytical results is provided below.

. The unit was operational all month. 'All sampled water sources were found to be within permit

. limits with the following exception. On April 20 at 1810, a release of 22,440 gallons of water with a pH of 12.6 from the High Flow Makeup Demineralizer (HFMUD) Waste Neutralization .

Tank occurred. The water released from this tank exceeded the pH limit of 12.5 as specified in t Title 22 of the California Code ofRegulations. The amount of caustic released was however below the reportable quantity level specified by these regulations. Notifications to all of the  ;

required agencies were completed on April 22 at 1530. Although a sample for total' suspended i

_ solids (TSS) was not analyzed for the release, it is believed that the 12.6 pH water resulted in a release above the instantaneous limit of 100 mg/l specified in the NPDES Permit due to  ;

magnesium and calcium hydroxyls that come out of solution at that pH level. An investication of f the incident occurred and has resulted in greater supervisory controls of the operations at the '

' HFMUD, We believe that these actions along with additional training requirements should prevent such an occurrence from happening again in the future. l l
