letter is being provided in accordance with Section 6.16.2.c of the Technical Specifications to Possession Only License No. DPR-13 for SONGS Unit 1, which i
requires Southern California Edison to report violations of the National j
Pollutant Discharge Elimination System (NPDES) permit to the NRC.
The violation involves the release of a small quantity of Aqueous Film Forming foam (AFFF), which is used as a fire suppressant. AFFF is not listed in the NPDES permit as a constituent of the Unit 1 discharge; therefore, this is being reported as a permit violation.

San Onofre Nuclear Generating Station, Unit 1 Dear Mr. Coe The NPDES Discharge Monitoring Report (DMR) for San Onofre Unit 1 covering the month of June is submitted in accordance with the requirements of Order No.88-001 (NPDES Permit No. CA0001228).
A surmary of the generating unit's status and significant i
analytical results is provided below.
'i The unit was permanently removed from service in November 1992.
All sampled water sources were found to be within permit limits.
l On June 8, 1993, some Aqueous Film Forming Foam (AFFF) was inadvertently released to the Unit 1 Yard Drain Sump from a test e
conducted that day.
Although biodegradable and non-hazardous, j
AFFF is not currently identified as a constituent of the discharge in the Unit 1 NPDES Permit.
However, AFFF has been discussed with your staff in the past and was detailed in our amendment letter submitted to your office on June 2 of this year.
The Yard Drain Sump was isolated and treated with approximately 10 gallons of defoaming agent.
Small quantities of foam reached the Unit 1 Intake Structure and was subsequently discharged.

Actions have been taken to prevent such releases like this in the future.
All other tests to date were successful in preventing any discharge of AFFF to the storm drain system.
