Section 3.2 of Appendix F to Facility Licence No. NPF-10 for San Onofre Nuclear Generating Station (SONGS) Unit 2 requires Southern California Edison (SCE) to report violations of the f

National Pollutant Discharge Elimination System (NPDSS) permit.

This letter reports two NPDES violations for_ Unit 2.

The referenced _ letter is provided as an enclosure.

During the month of July the effluent limits.of-the Unit-2-NPDES permit were exceeded on two occasions. -On both occasions actions were taken to correct the conditions which caused the' limits to be exceeded.

Exceedance of Chlorine Limit On June 16, 1992, while performing the. daily.--one-hour chlorination of the Unit 2 Combined Discharge,-the. total residual chlorine concentration was measured at 300 ug/1.

This exceeded the permit limit of 200 ug/1.

Action was taken immcdiately to reduce the chlorine injection flow late.

A' subsequent' sample" showed that the residual chlorine level had-decreased below the-allowable liniit.

The apparent cause' of the exceedance war anL improper settinej on the metering pump which caused an excessive chlorine injection-rate.

The metering pump was reset to reduce the residual chlorine below permit-limits.

Septaiber 1, 1992 Water Quality Control Board are currently being reevaluated.for-adequacy.

All-subsequent chloriactions during this reporting period were below NPDES limits.

Exceedance of Total Suspended Solids Limit On June 18, 1992, the total suspended soli-(TSS) concentration of the Unit 2 Intake Sump was measured at 161 mg/1, which exceed the permit limit of 100ms/1.

The sump was found to be within limits following sampling on June 19, 1992.

Because the daily and instantanesus TSS values were exceeded, the maes emission rate was also exceaded.

The calculated mass emission rate was 94 pounds per day, with the limit being 93 pounds per day.

Investigation into the high TSS reading determined that the most likely cause was the result of how=the sample was obtained.

The normal sample point was unavailable because of blockage, therefore a sample was obtained from a different location by lowaring a bucket directly into the sump.

Tb sample point was-repaired and subaequent samples have been below the-ullowable limit.

NPDES Monitoring Report San Ono'fre Nuclear Generating Station, Unit,

The NPDES Discharge-Monitoring Report-(DMR) for San Onofre Unit 2 covering the month of_ June is submitted in accordance with the requirements of Order No. 85-11-(NPDES _ Permit-No. CA0108073).

A summary-of the generating unit's status and significant I

analytical results is provided below.

The unit was in operation all month and all-sampled water sources.

were found to be within permit-limits with two exceptions as noted below:

o On June 16, 1992, the total residual chlorine-concentration of the Unit 2 Combined Discharge during the daily one-hour chlorination was measured at-300'ug/1 at 8:30 a.m.

This value exceeds the permitglimit'ofi200 ug/1.

Upon recognition of this-result,:immediate action-was taken to adjust the chlorine injection rate.

A second.

sample taken at 8:50 a.m. on June 16,-itishowed compliance with the permit' limit with a concentration =of 150'ng/1.

The apparent cause of the exceedan$e'_-was aus improper 1

metering-pump setting which resulted'in thefinjection of more chlorine than-anticipated. -To prevent a recurrence of this,-the pump setting elll'be observed and properly.

adjusted before pump startupc _All subsequent 1 chlorinations have been within permitilimits.

o On June 18, 1992,-the total suspended solids (TSS) concentration of the Unit 2 Intake Sump was' measured at 161 mg/1.

This value exceeds-the permit'limitiofE100 mg/1. 'Resampling on. June 19,- 1992 showed' compliance with a concentration of 47.8 mg/1.

Investigation-of-the-cause oc_this exceedance/ indicates that this'was probably caused by the sample collection method.'

Because-the normal sample point'from the' sump.

To prevent a recurrence of this, the normal NPDES sample-point was repaired and placed in service.

Subsequent samples taken at the normal sample point have shown compliance.

Because the daily and-instantaneods TSS value was exceeded, the permit mass-emission rate was also exceeded.

Based on the concentration and maximum flow rate, the mass emir 71on was 94 pounds per day.

This exceeds the permit limit of 93 pounds per day.
