Subjecti Docket No. 50-206 Report _of NPDES Permit Violation _ . .
. San Onofre Nuclear Generating Station Unit 1
Reference:
Letter H. W. Newton-(SCE) to A. L. Coe (California Regional Water Quality Control Board, San Diego Region),
NPDES Monitoring Report, October 30 -1992 Section 6.16.2.c of the Technica' Specifications to Facility' License No. OPR-13 for San Onofre Nuclear Generating Station (SONGS) . Unit 1 -requires-Southern California _ Edison (SCE) to report violations of the National 4
Pollutant Discharge Elimination System (NPDES) permit. This letter reports four NPDES violations for Unit 1. The referenced _ letter is provided as an
.cnclosure.
-During the month _of September all sampled water sources were found to be within permit limits with.the exception of-pH for the Mesa-Treatment Plant. -
'he pH limitations of 6 to 9 were exceeded on four: occasions. The violations occurred on September 8, 14, 15, and 16. -On all four occasions.the'pH was lei-- .
at 5.4, 5.2, 5.2, -and 5.9, respec tively.
The cause of the low pH is believed to-be a result of.the. treatment plant going through a nitrification _ state which causes acid production.- Operational i controls have been implemented and no subsequent violations have been experienced. In addition to the operational. control, supplemental addition.of buffering agents.are being used as needed to adjust.pH.

Dear Mr. Coe:
Subject:
NPDES Monitoring Report
, San Onofre Nuclear Generating Station, Unit 1 The NPDES Discharge Monitoring Report (DMR) for San Onofre Unit 1 covering the month of September is submitted in accordance with-the requirements of Order No.88-001 (NPDES Permit No.
CA0001228). A summary of-the generating unit's status and significant analytical results is provided below.
The unit, was in operation all month and all sampled water sources-were four.d to be within permit limits with the exception of pH1 for the Masa Treatment Plant. The pH exceeded, the permit limitation (between 6 to 9) on September 8,114, 15,.and'16.- The pH values w'ere 5.4, 5.2, 5.2, and 5.9 respectively for those days. Fdison's investigation into the cause of the ' low pH' continues, but it is believed that the treatment-plant was in a nitrification state which caused acid production. Operationdl controls are being impleaented and no~ subsequent violations have. i
.b'cen experienced. In addition to-operational ~ control, +
supplemental addition of buffering. agents will"b'e used as needed
. to adjust Ph.
Pursuan,t to Order No.88-001, Reporting Requirement 12, the following representative has prepared and is. authorized to sign the reports required by this order: Robert M. Goodson, Environmental.E7gineer. ,
