UNITED STATES NUCLEAR REGULATORY COMMISSION SOUTHERN CALIFORNIA EDIS0N COMPANY AND SAN DIEGO GAS AND ELECTRIC COMPANY SAN ON0FRE NUCLEAR GENERATING STATION UNIT N0. 1 DOCKET N0. 50-206 ENVIRONMENTAL ASSESSMENT AND I FINDING 0F NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from a portion of the requirements of Appendix R to 10 CFR Part 50.48, Fire Protection, to Southern California Edison Company (the licensee) for the San Onofre Nuclear Generating Station (SONGS) Unit 1, located in San Diego County, California.

ENVIRONMENTAL ASSESSMENT:

Identification of Proposed Action:

The exemption would permit the licensee to operate shutdown-related systems not meeting various requirements of 10 CFR Part 50, Appendix R -

Section III.G by providing equivalent levels of protection.

The Need for the Proposed Action:

The proposed exemption is needed in order to permit the licensee to use alternate fire protection configurations that achieve an equivalent level of safety compared to that attained by compliance with Section III.G of Appendix R.

4 l 7590-01 Environmental Impact of the Proposed Action:

The proposed exemption would not degrade the level of safety attained by compliance with the rule and there would be no change in accident doses to the environment. Consequently, the probability of fires has not been increased and the post-fire radiological releases would not be greater than previously determined. Neither does the proposed exemption otherwise affect

radiological plant effluents. Therefore, the Connission concludes that there l- are no significant radiological environmental impacts associated with this

proposed exemption.

With regard to potential non-radiological impacts, the proposed exemption involves features l'ocated entirely within the restricted area as

defined in 10 CFR Part 20. It does not affect non-radiological plant i

l effluents and has no other environmental impact. Therefore, the Commis11on concludes that there are no significant non-radiological environmental

! impacts associated with the proposed exemption.

Alternatives to the Proposed Action:

Since we have concluded that the environmental effects of the proposed action are negligible, any alternatives with equal or greater environmental

! impacts need not to be evaluated.

The principal alternative would be to deny the requested exemption.

This would not reduce the environmental impacts associated with fire i

protection modifications and compliance with the role but would accrue unreasonable costs to the licensee without an increase in safety.

Alternative Use of Resources:

i This action does not involve the use of resources not previously i

considered in the Final Environmental Statement for San Onofre Unit 1.

Tha NRC staff reviewed the licensee's request and did not consult other agencies or persons.

FINDING OF NO SIGNIFICANT IMPACT The Commission has detennined not to prepare an environmental impact statement for the proposed exemption.

Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.

For further details with respect to this action, see the application for exemption dated May 30, 1986, which is available for public inspection at the Commission's Public Document Room, 1717H Street, N.W., Washington, D.C., and at the Main Library, University of California 92713.
