Coe (California Regional Water Quality Control Board, San Diego Region), NPDES Monitoring Report Unit 2, June 30, 1994 Appendix B to Facility License No. NPF-10 for San Onofre Nuclear Generating Station (SONGS) Unit 2, requires Edison to report violations of the National Pollutant Discharge Elimination System (NPDES) Permit to the NRC by submitting copies of the reports required by the NPDES Permit or certification.

Accordingly, Edison is providing a copy of the referenced letter which reported a condition of non-compliance with a pH control requirement of _ the Unit 2 NPDES Permit. Although a low-volume waste stream was not pH neutralized as required, the pH of the combined discharge remained within Permit limits, if you have any questions, please contact me.

NPDES Discharge Monitoring Report San Onofre Nuclear Generating Station, Unit 2

Dear Mr. Coe:

The NPDES Discharge Monitoring Report (DMR) for San Onofre Unit 2 covering the month of Aprilis submitted in accordance with the requirements of Order No. 85-11 (NPDES Permit No. CA0108073). A summary of the generating unit's status and significant analytical results is provided below.

The unit was in operation all month and all sampled water sources were found to be within permit limits.

On May 28,1994, a release from the High Flow Makeup Demineralizer Waste Neutralization Tank was performed. The tank's in-line pH probe indicated 6.17 prior to the release. During the release, a grab sample was taken and analyzed for pH. The sample result indicated a pH of 1.6. The release was terminated immediately. A total of 29,000 gallons was released to the combined discharge. A titration of HFMUD water in seawater indicated that the pH limit on the combined discharge was not violated. Later investigation showed that the pH probe in the tank was in test. This resulted in the initial reading of 6.17 in the tank. This incident is being noted due to the permit's requirement for the low volume waste stream to be neutralized prior to release to the combined discharge. Station procedures will be modified to ensure that such an occurrence will not take place in the future, Pursuant to Order No. 85.11, Reporting Requirement 12, the following representative has prepared and is authorized to sign the reports required by this order: Robert K.
