Reference:
December 30, 1991, letter from H. W. Newton (SCE) to A.
L. Coe (California Regional Water Quality Control Board, San Diego Region), Subject NPDES Monitoring Report, San Onofre Nuclear Generating Station, Unit 3.
Section 3.2 of Appendix B to Facility License No. NPF-15 for San Onofre Nuclear Generating Station (SONGS) Unit 3 requires Southern California Edison (SCE) to report violations of the National Pollutant Discharge Elimination System (NPDES) permit.
This letter reports one NPDES permit violation for Unit 3.
The referenced letter is provided as an enclosure.
Unit 3 was operational all month.
On November 16, the circulating water dif f erential. tesaperature exceeded the 20*F limit by 1*F.
This was due to a limitation of the model used to pre. dict allowable operrting temperatures and has since been corrected.
If you have any questiorw, please contact me.
Very truly yours, M4%

A summary of the generating unit's status and significant analytical results :is provided below.
The unit was-ope 2.*ational all month.-.=All sampled water sources were found to be within permit-limits, with one exception.
The.
circulating. water delta tu.mperature exceeded the.20 degree' limit on November 16 by one degree.
The temperature prediction model allowed ~the use of rnunced numbers,-which erroneously predicted--*
the allowable operating temperature.
The' procedure governing this model has bson changed to provide a more conservative approach.
Pursuant to order No. 85-13, Reporting Requirement 12, your letter dated June 25,, 1985, authorizes the-following.
