NPDES Mcr.itoring Report San Onofre Nuclear Generating Station Unit 3.

Section 3.2 of Appendix B to facility License No. NPF-15 for San Onofre Nuclear Generating Station (SONGS) Unit 3 requires Southern California Edison (SCE) to report violations of the National Pollutant Discharge Elimination System (NPDES) permit.

This letter reports one NPDES permit violation for Unit 3.

The referenced letter is provided as an enclosure.

There are 14 sampling locations for parameters required by the Units 2 and 3 NPDES permit.

In 10 of the 14 locations, sam) ling includes analyzing the samples for total suspended solids. On Decem)er 18, during discharge of the full flow condensate polishing demineralizer sump, the total suspended solids instantaneous value exceeded tne 100 mg/l NPDES permit limit by 31.7 mg/1.

Immed ute corrective action consisted of an extensive cleanup of the sump and certain temporary measures to_ ensure NPDES permit compliance.

Permanent corrective actions to prevent recurrence are expected to be completed this year.

NPDES Monitoring Report San onofre Nuclear Generating Station, Unit 3 The NPDES nonitoring reports for San Onofre Unit 3 covering the month of December is-submitted in accordance with the requiromonts of CRWQCD order 85-13 (NPDES Permit No. CA0108181).

A summary of the generating unit's status and significant-analytical results is provided below.

The unit was operational all month.

All sampled water sources were found to be within permit limits, with one exception.

On December 18, the total suspended solids instantaneous value of 100 ppm was exceeded during discharge of the Full Flow Condensate Polishing Demineralizer sump.

Laboratory analysis identified the problem as high resin dischargo to the sump systen.

Immediate corrective action consisted.of a major clean up of the sump and certain temporary naasures to ensure NPDES permit compliance.

Permanent corrective action to prevent reoccurrence is expected to be completed this year.

As you may be aware, in September of d

1991, a full-tine supervisor and additional manpower was assigned to more closely nonitor and control general environmental issues at San Onofre.

The preceding violation is a result of a detailed review of historical practices and methodologies relating to NPDES sampling techniques.

It should be noted that the monthly average for total suspended solids is below the allowed value, however, the calculated average results arc from both the old and new techniques.
