Ohio Schedule of Corrective Actions for Deficiencies Identified During the Davis Besse Nuclear Power Plant Offsite Radiological Emergency Preparedness Exercise Conducted on April 13, 1983 Attached is the schedule of corrective actions submitted by the State of Ohio for the deficiencies noted in the Final Report for the Davis Besse Nuclear Power Plant Offsite Radiological Emergeacy Preparedness Exercise ,

conducted on April 13, 1984. The exercise report and an addendum to the '

report were se.'t to you on May 4, 1984.

The Federal Emergency Management Agency (FEMA) Headquarters and Region V staff have reviewed the schedule of corrective actions submitted by the State and found it to be adequate. Based on the exercise and the corrective actions schedule, we cannot identify any impediments to protecting the health and safety of the public in the event of an incident at the Davis Besse Nuclear Power Plant. Ottawa County will, however, be required to demonstrate a shift change (A.4) and a capability to protect mobility impaired persons (J.10.d) during the next offsite exercise.

Schedule of Corrective Actions for Davis Besse B.tercise Report FEMA Region V has reviewed the State's schedule of corrections to the Davis Besse Exercise Report for the exercise conducted April 13-14, 1983. This schedule of corrections has adequately addressed the deficiencies in the report. A copy of the schedule of corrections is attached for your information.

April 13/14, 1983 J.10.m/M.3 During the April 13/14, 1983 Davis Besse exercise, it became

difficult to make protective action recommendations. The NRC ,

participated full scale and was, therefore, making protective action recommendations along with the State and Utility. This .

created a problem in coordination for three reasons: (1) The i State, County, Utility, and NRC had not agreed on participating in a dry run prior to the graded exercise, (2) The necessity to dedicate the person in charge of dose assessment at the State level to act as the Governor's representative for the duration of the exercise, and (3) The dose assessment methods used by '

the State of Ohio, Department of Health and the NRC were dissimilar.

- These actions inhibited existing procedures and resulted in "

delays in implementing the protective procedures. Ohio will {

do everything possible go expedite the activation of protective action recommendations, but will insist on closer coordination i of activities and methods to be used prior to the next drill.

As in previous statements made by FEMA regarding these two critoria i items, emphasis will include coordination with the County and ,

interaction through whatever methods decided upon by the State and County, to facilitate timely decision making and PAC recommendations. l' f
