respcsnds to the Atomic Safety and Licensing Board's Memorandum and Order issued September 26, 1995.

The issue before the Board at present is whether GANE's Contention no. 9, concerning management at the Georgia Tech Nuclear Reactor, has been affected by the organizational change at the facility as described in a recent license amendment application filed by Georgia Tech. Georgia Tech has concluded that the organizational change does not affect nor is it relevant to the substance of GANE's Contention 9.
