MEETING WITH PRESIDENT CRECINE ON 2/18/88 l

l At approximately 10:30 a.m. on 2/18/88, the President's Secretary called me to make l an appointment with the President for 11:00.

l I first met t'1e President shortly after 11 and he took me in his office. Jim Stevenson,!

President Crecina and I sat at a round table. Dr. Crecine talked for about minutes, giving me the background of the situation as he had been informed and l somewhat as he perceived it according to the informc' ion he had - one sided reiteration

- lack of education, qualifications for job, dissension, the lack of the HP's to '

communicate up the line when things were bad, going public to the newspapers with things - things in general. He was cordial but frank.

He finally let me talk but I was interrupted quite often at first, with him asking questions or stopping me - anything I said he had a counter for it. I finally told him I had lived in holy fear, me and my family, of being fired. person in the new organization I could communicate with or report to was Dr. Karam.

Whether intended or not, I was led to believe this was what I was supposed to do. He could not quite grasp that because he wanted everybody to have access to him on matters of safety. I told him that if he didn't believe me, to talk to Carter, Kahn or any other past member of the committee; that in the old structure, I had more freedom and under the new system, I reported only to Karam and Karam made that known.

I told him this situation would never have happened before June 1,1987 and nothing like this has ever happened before. That Mel Carter had predicted it,I had predicted it and others had too. No one listened. Stetson, Bourne and Karam was for it and it was their prerogative to do so - they did not take counsel and as a result, Dr. Crecine was having to live with it. If he thought he was embarrassed, he was not the only one, that I had been here for 24 years, had the safety records, experience, and I had the education and experience to do the job. I indicated to him that no one was more sorrier than I was. But be that as'it may,I agreed to go along with the reorganization.

I let him know that Karam kept intimidating me, calling me in his office for 3 hours3.472222e-5 days <br />8.333333e-4 hours <br />4.960317e-6 weeks <br />1.1415e-6 months <br /> each time, harassing, etc., saying he was shielding me from Stelson's wrath and harping on Susan's student article.

t If we are guilty of anything in the Office of Radiation Safety, it is trying to make Georgia Tech safer and furthermore, we tried to keep 50 worse instances from nevei getting into the press. I then mentioned to Stevenson about the cobalt back in 72. We have always been more concerned about safety than the administration has.

Sure we can improve procedures but when I took over this job, Stelson told me he

. wanted an " adequate program". He looked shocked. I told him that when I took over we had 10f man years of experience with one secretary. Then built it up to 50 man years experience and all of a sudden they fire 2 people and now we are down to 1 person. It is devastating.

i I did indicate that it had been vindictive and that under new organization, only a dotted line to the president and solid line to Karam. We discussed that for a while and I think I got his attention.

l He was concerned that I had no supervision - I told him I had all the supervision I

! needed in the old system - the committee came down on me hard - that I went to Stelson for money or budget and the committee for other matters.

I also explained to him that to have friction between HPs and operators was nothing new - that goes on all over the states.
