Georgians Against Nuclear Energy (GANE) respectfully submits this request to enter and inspect in an effort to discover the truth about the presence of fresh and spent fuel at the Georgia Tech Research Reactor and the veracity of management's claims that there is none present at the facility although there is no record of it being removed from the site. Witness R.M. Boyd attests to the presence of

both fresh and spent, irradiated fuel as of 1988. We would like to be l

accompanied by an NRC inspector or Administrative Judge. Further, we I

would like R.M.

Boyd to accompany us since he knows the facility intimately from his years of employment there and is one person GANE l

believes to be open and straight-forward and sincerely concerned about j

the threat to Atlantans and the Olympic Village from radiological sabotage by terrorists.

GANE would also need to see documentation which provides proof that Georgia Tech is indeed arranging with the U.S. Department of Energy for all the fuel contained at 900 Atlantic Drive to be moved out of Atlanta, Georgia as per the statement issued to the NRC July 25, 1995 9601250151 960111 ~ PDR ADOCK 05000160

Office. We are concerned that Georgia Tech Research Reactor management is not playing is straight when it comes to security measures and i

actions (i.e. removal of all fuel) that will be taken to improve security and safety of the facility for the Olympic Games to be held in July 1996.

This inspection needs to be scheduled immediately so that arrangements may be begun now if GANE's fears that management is playing a game of semantics and deception is proven to be true.
