SUBJECT:

Reorganization of NNRC As discussed with you.eabier, I believe that reorganizing the Neely Nuclear Research Center, as outlined in the attached diagram, would 'very much streamline the operation and contribute measurably to improved efficiency and goodwill amo , the staff. Some of my reasons in support of reorganization follow.

1. Combinedoperatio$allowsmaximumutilizationofallstaff. This  !

v will give relief in secretarial services, reactor operation and Hot Cell operation and management. Coverage of essential services would be available at all times including those days or weeks when some key personnel are on vacation or out sick.

2. Combined operation would give the Director and Associate Director of NNEC control over the petty quarrels that take place between the Radiation Safety Office s.taff. and the NNRC staff. These quarrels are hiitoric and rooted 'in self assertions on both sides.

'~ My concern here is that these quarrels could lead to safety problems.

I plan to change the mode of operation from one of improvization to one done in accordance with well thought out' procedures. Procedures are approved by :the Nuclear Safeguards and Radiation Protection l Committees. Training of personnel in how to apply the procedures would be thorough. Strict compliance with rules and regulations will be required of all.

3. Currently we have two ccmmittees overseeing the operation at NNRC:

the Radiation Protection Committee and the Nuclear Safeguards Ccmmittee. I feel that consolidation of the two committees into one would serve Georgia Tech's interests better. Among other things, one committee with overall responsibility for nuclear safety and protection from ionizing radiation would have a better understandine of the issues, would eliminate grey, overlapping areas of responsi- -

bility, would provide a better environment for cross fertilization

The responsibility for safe operation on a day to day basis rests l with the operating staff. Before becoming effective all procedures i ano rules for operations are approved by the oversight committee.  !

This oversight committee, which may be called the Reactor Safety l and Radiation Protection Committee would have to be ccmposed of I senior technical people who collectively provide experience in i

' radiation protection, reactor engineering, reactor operations, l chemistry and radiochemistry, instrumentation and control, mechani-  !

cal and electrical systems, and heat transfer and fluid flow. i

4. Reorganization would allow shifting part of the responsibility for the day to day operation to the Associate Director. This would give the Directbr more time to develop more research programs and support for graduate students and faculty.
  • The above items are basically the reasons why I feel consolidation of the Radiation Safety Office and NNRC would be in the best interests of Georgia Tech. If you have any questions please let me know. .
