Dear Mr. Collins:

On March 11, 1983 a problem with corrosion on GE H-L Time Overcurrent Relays in 480V Switchgear was reported to your office as Potentially Reportable Deficiency No. 105. This letter is to inform you that after further evaluation, this condition is not considered to be reportable pursuant to the requirements of 10CFR50.55(e) for the following reasons:

1) Before these relays go into service they are fully inspected, tested, and calibrated. Any misoperation during this phase would immediately be investigated for its cause.
2) These relavs are used for additional overcurrent protection on MCC feeders and do not perform any primary safety function. They are being used to essentially duplicate protection performed by the ECS programmers for the switchgear breakers. The design and operation of this electrical system would not be compromised if these relays failed to operate.
