In its letter to Mr. Ian Lindsey dated August 5, 1983, the Licensing Board in the captioned proceeding requested that information relevant to the contingency plan for the Louisiana State Penetentiary at Angola be provided to it by August 16, 1983.

Today we received the attached two letters from the State of Louisiana Department of Corrections and Department of Natural Resources. While we expect that ' the Attorney General's Office will forward these letters to the Board promptly, we note that Mr. Lindsey happens to be on vacation until August 22, 1983. i I understand that the U. S. Nuclear Regulatory Commission's

- Atomic Safety and Licensing Board, which is considering the

,  ; issuance of an operating license to Gulf States Utilities for.

the River Bend Station, requested certain information concerning the contingency and security plans for the Louisiana State peni ten ti a ry . a t Angola. As you know, the prison is located approximately 18 miles from the River Bend Station.

We bave completed our contingency planning for the prisco including plans for a total evacustion,1i necessary. For obviouc

, reasons, these plans must be kept totally confidential. Our o plans cover all eventualities including attempted escape and i the necessity for reinforcement of personnel at the prison.

i The Department of Corrections is confident that it can bandle i

all situations at the prison successfully, including the

prevention of any mass escape by inn.ates. l 3 The State is confident that it can maintain and implement any t necessary cont 2ngency plans at the ' prison during an emergency i situation at the River Bend Station. We are requesting that
