The enclosed letter from Charles R. Davoli, Assistant Secretary of the Office of Adult Services, Department of Corrections, dated August 12, 1983, appears to provide the information requested by Atomic Safety and Licensing Board at the June 14 pre-hearing conference in matter of GSU's River Bend Station.

Furthermore, the Nuclear Energy Division has every confidence in the Depart-ment of Corrections' ability to adequately provide for the safety and security of the inmates and general public in the vicinity of the Louisiana State Penitentiary at Angola and that necessary notification procedures can be addressed and included in the i

River Bend Attachment at the appropriate time.

respectfully suggest that it would be appropriate to make a copy of this letter available to the Atomic Safety and Licensing Board at your earliest opportunity. If the Board requires additional information or clarification, I am confident they will communicate with you.

Dear Mr. Spell:

.O I understand thar the U. S. Nuclear Regulatory Commission's Atomic Safety and Licensing Board, which is considering the issuance of an operating license to Gulf States Utilities for.

the River- Bend Station, requested certain information concerning the contingency and security plans for the Louisiana State Penitentiary at Angola. As you know, the prison is located approximately 18 miles from the River Bend Station.

We have completed our contingency planning for the. prison including plans for a total evacuation, if necessary.. For obvious reasons, these plans must be kept totally confidential. Our plans cover all eventualities including attempted escape and the necessity for reinforcement of personnel at the prison.

The Department of Corrections is confident that it can handle all situations at the prison successfully, including the prevention of any mass escape by inmates.

The State is confident that it can maintain __and . implement any necessary contingency plans at the ' prison during an emergency situation at ~ the- River- Bend- Station. We are requesting that you assure your - plans are written so that the Department of Corrections is notified of the declaration of_ an emergency at the River Bend Station which might require action on our part.
