Dear Mr. Keppler:

POTENTIAL 10CFR50.55(e) REPORT NO. U-31 NDE OF DRAVO PIPING SPOOLS CALLAWAY PLANT On May 1, 1981 we informed NRC Region III of a potential deficiency regarding the adequacy of NDE performed by Dravo Pipe Fabrication Division on piping spools furnished to Callaway Plant.

The concern expressed was that in attempting to re-examine some shop welds by the liquid penetrant (PT) method it appeared that the surface was too rough to perform a meaningful examination.

Subsequent to the above notification, more than 180 welds at Callaway and at the Wolf Creek site were' buffed and re-examined by PT and no defective welds were found, although at Callaway 16 welds did require additional buffing to eliminate some indications.

Based on the above re-inspection program Union Electric believes that the PT techniques and interpretations used by Dravo and approved by their Authorized Nuclear Inspector are acceptable and that any further action is unwarranted.

Since there were no significant defects discovered'or any breakdown of QA procedures which would adversely affect the safety of the plant, we have concluded that this matter is not reportable-under 10CFR50.55(e).

Due to the nature and impact of the original report filed by Dravo to the NRC on this subject, Mr. Konklin requested a written follow-up to our verbal withdrawal of this potential 10CFR50.55(e).

This letter is being sent in response to that request.
