Dear Mr. Collins:

Reference 1 provided an interim report regarding the seismic chatter of the NTC card relay used in the Westinghouse 7300 Process Protection System. The interim report indicated that a suitable replacement relay I

for this NTC card had not been developed by Westinghouse, and that the Callaway Plant would have the relay bypassed via a jumper wire. The use of NTC cards with the bypassed relay eliminates the possibility of any adverse effects from seismic chatter of the bypassed relays.

Union Electric reported in Reference 2 that the bypass modification is considered a workable, permanent solution and confirmed that its imple-mentation would not compromise plant safety.

This letter is to notify the NRC that the bypass modification will be installed at Wolf Creek and, as is the case for Callaway, the bypass is considered a workable, permanent solution for Wolf Creek, without ceed for further enhancement.

It is SNUPPS understanding that, although Westinghouse continues to pursue an alternate solution involving development of a single replace-ment NTC card, the ultimate success of that work is uncertain at this time.

In any event, should Westinghouse development efforts produce an enhanced alternative NTC card, the use of any such alternative will be at Union Electric's and Kansas Gas and Electric's op*'on.
