UNION ELECTRIC COM PANY 1901 GRATIOT STREET ST. Lou tS, MISSOURI DONALD P, SCHNELL O BOX de m.....'

May 22, 1984 Mr. James G. Keppler Regional Administrator US Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, IL 60137 ULNRC-827

Dear Mr. Keppler:

FINAL 10CFR50.55(e)/PART 21 REPORT U-82 INDETERMINATE (1ALIFICATION STATUS OF TERMINAL BLOCKS IN LIMITORQUE ACTUATORS CALLAWAY PLANT On May 21, 1984, Union Electric informed the NRC Region III office of a significant deficiency under 10CFR50.55 (e) regard-ing the use of terminal blocks of indeterminate qualification status in Limitorque actuators.

Field verification activities at the Callaway Plant have resulted in the identification of two types of terminal blocks, Kulka K622 and Buchanan 0824, for which no qualification documenta-tion exists.

These types of terminal blocks are used in Limitorque actuators.

Had this deficiency gone undetected an adverse effect on plant safety may have resulted.

Rather than attempt to qualify the questionable terminal blocks, Union Electric has chosen to replace them, with models known to be qualified, prior to fuel load.

This is Union Electric's final report on this subject.

Very truly yours, i

Donald F.
