Off Cas Activity High No.: 05-1-02-11-2 P.evis ion : 11 Page: 1 1.0 PURPOSE / DISCUSSION 1.1 To provide instructions to the operator in the event of high or increasing activity in the Off Gas System.

1.2 This procedure may interface with the Emergency Plan.

1.3 Condenser of f gas high radiation may be indicative of a fuel element failure and fission product release. This procedure covers the period from the discovery of an increasing Off Gas Activity, to the entrance I

into the emergency plan and a resulting plant shutdown if necessary.

2.0 SYMPTOMS 2.1 Increasing activity in the reactor vessel water samples.

2.2 Increasing main steam line radiation monitor readings. ft 2.3 Increasing off gas pretreatment radiation monitor readings.

3.0 AUTOMATIC ACTIONQ .

3.1~ If the main steam line radiation monitor reaches 3.0 times normal background, the reactor will scram and a Group I isolation will occur.

3.2.1 IN64-FV-F060, OFF GAS DISCHARGE TO VENT.

. 3.2.2 F054, PREFILTER INLET DRAIN. i 3.2.3 F034A(B), CONDENSER DRAIN.

3.2.4 F023, HOLDUP LINE DRAIN.

4.0 IMMEDIATE OPERATOR ACTIONS 4.1 Verify the app opriate automatic actions have occurred.

4.2 If the reactor scrammed, carry out actions of ONEP 05-1-02-I-1, Reactor Scram. If MSIV closure occurred, enter EP-1, Level Control. -

4.3 Reduce power using recirculation pumps in step changes as per power and flow limitation to lower of f gas pretreatment and main steam line radiation levels below the alarm setpoint.

4.4 Contact chemistry to draw an off Fas sample and reactor vessel sample.

4.5 Notify Health Physics of the increasing readings or alarms.

5.0 FUBSEQUENT ACTIONS 5.1 Proceed to implement the Emergency Plan if directed by the Shift Supervisor or Shift Superintendent.

5.4 If it can be determined that the problem is not related to fuel failure, increase power in' accordance with IOI 03-1-02-2, Power Operation, as

5.5 If off gas or reactor coolant samples exceed Technical Specification Sections 3.4.4 Reactor Coolant Sys tem Chemist ry, or 3.11.2.1 Gaseous Effluents, shutdown the reactor if req'uired in accordance with 101 03-1-01-3, Plant Shutdown.

5.6 Verify the RWCU System is operating properly.

57f If a Group 1 isolation occurs, from main steam line radiation monitor reaching 3.0 times normal background, keep MSIV's closed if fuel failure is evident. Do not start the mechanical vacuum pumps to prevent the loss of condenser vacuum, since they release directly to the Turbine Building roof. Refer to ONEP 05-1-02-V-8, Loss of Condenser vacuum.
