l 1.0 PURPOSE / DISCUSSION 1.1 The purpose of this procedure is to provide instructions for the operator during a complete loss of Turbine Building Cooling Water (TBCW).
1.2 This procedure may interf ace with the Emergency Plan and Emergency Procedures.
1.3 A f ailure of the TBCW System interrupts the cooling water supply to the following components:
1.3.1 Aux. Boiler cire pump seal coolers and sample coolers 1.3.2 Heater Drain pumps seals, motor' and pump bearing coolers 1.3.3 Floor drain and chemical waste evaporator condenser.
1.3.4 Seal Steam Condenser 1.3.5 Condensate Pump Motor Bearing Oil coolers

Many of the components cooled by TBCW are large and vital heat loads, l
such as the Turbine Oil Systems, Generator Cooling Systems, and Condensate and Feedwater Pumps.
EHC pumps are shutdown to prevent EHC temperature from exceeding 180 *F.
Generator hydrogen will begin blowing by the seals if seal oil temperature increases to 125
- F, so the generator should be vented and purged. Also lube oil pumps should be shut down as necessary to keep luhgoil temperature less than about 170
- F.
l 2.0 SYMPTOMS 2.1 Any of the following alarms on 1H13-P870:
2.1.1 TBCW DISCH HDR PRESS LO-LO or TBCW PHPS DISCH PRESS LO alarms.
2.1.2 TBCW SURCE TK LVL HI/LO alarms.
2.1.3 TBCW PMP A/B/C TRIP alarm.
3.0 AUTOMATIC ACTIONS i
3.1 --ThecTurbine Building Cobling Water pump selected for; sEandby will-esto.

start on low discharge header pressure.
4.0 IMMEDIATE OPERATOR ACTIONS

l Reactor Scram anticipates Turbine Trip and loss of Feedwater during operation at power.
If loss of TBCW occurs during startup prior to adding heat to the Reactor, it is not necessary to scram the reactor.
4.1 Manually Scram the reactor.
Refer to ONEP 05-1-02-I-1, Reactor Scram.
4.2 Trip the Main Turbine.

4.3' Notify the Shif t Supervisor / Superintendent' of plant conditions.
i 4.4 Initiate RCIC to maintain reactor water level.
l 4.5 Trip the following equipment:
4.5.1 Condensate Pumps I
4.5.2 Condensate Booster Pumps l

l 4.5.3 Reactor Feed Pumps 4.5.4 Heater Drain Pumps 4.5.5 Auxiliary Boiler CiresPumps-t 4.6 Position the seal steam bypas_s valve N33-F105 with MN 'IURB-SSCV VLV, F105, J0G CLOSE or OPEN to maintain 19.6" w.c seal to the main turbine,
_j ~ then trip the ECH pumps. The main turbine seal steam pressure control valves will fail closed. This ensures EHC temperature is maintained below 150 *F.
5.0 SUBSEQUENT ACTIONS 5.1 Inform the Water Inventory Control Station operator of the loss of TBCW.
5.2 Bypass the Seal Steam Condenser by opening IN33-F030 (HS-M020 on panel 1H22-P175).
t 5.3 Monitor Seal Oil temperature.
If it approaches 125 *F:
5.3.1 Begin venting and purging the gener toi ^ er SOI '04-1-01-N44

5.3.2 Remove the turbine from the turning gear by holding the TURB GEAR A/B OIL VLVS pushbutton,FE01 or FE02 J0G CLOSE on 1H13-P680 until turbine speed is <100; RPM.
--.5.3.3 Af ter the generator..has been purged and the generator shaf t has stopped rotating, shutdown the seal oil and turbine lube oil and shaf t lift pumps as necessary to keep oil temperature below 170
- F.
t 5.4 Determine and correct the cause and restore TBCW as soon as possible per SOI 04-1-01-P43-1.

5.5 Cooldown in accordance with 101 03-1-01-3, Plant Shutdown. ~
5.6 Inspect the equipment. supplied by TBCW for damage.
