l 1.0 PURPOSE / DISCUSSION 1.1 The purpose of this procedure is to provide the operator with the steps necessary to combat a complete loss of Plant Service Water.
1.2 This procedure may interface with the Emergency Plan and the Emergency Procedures.
1.3 The PSW System supplies the following components:
1.3.1 Circulating Water Pumps Seal Water and motor coolers 1.3.2 Component Cooling Water Heater Ixchangers 1.3.3 Turbine Building Cooling Water Heat Exchangers 1.3.4 Mechanical Vacuum Pump Coolers 1.3.5 Steam Jet Air Ejector Inner Condenser 1.3.6 Drywell Coolers 1.3.7 Steam Tunnel Coolers (2D 1.3.8 Plant Chillers 1.3.9 Service and instrument, air compressors.

1.3.14 Raw water for Water Treatment System The loss of PSW will cause a loss of Cire dater and a loss of Condenser air removal capabilities. Thus loss of PSW results in the loss of the Condenser as a heat sink. Also, loss of PSW will necess itate supplying CCW with an alternate means of cooling.

CAUTION Loss of PSW constitutes a loss of fire protection to the Radial Wells.
2.0 SYMPTOMS 2.1 PSW RADIAL WELL TROUBLE alarm 2.2 PSW UNIT 1 HDR PRESS LOW alarm 2.3 PSW UNIT 1 HDR PRESS LOW-LOW alarm 2.4 Loss of both Cire Water Pump 2.5 Decreas ing Condenser Vacuum 2.6 Loss of plant chillers 2.7 Deceasing level in circulating water cooling tower basin.
2.8 Instrument air or/SVCS Air Compressor Trip

3.0 AUTOMATIC ACTIONS 3.1 Circulating Water Pumps will trip approximately 45 seconds af ter a loss of PSW.
4.0 IMMEDIATE OPERATOR ACTIONS 4.1 Attempt to start all Radial Well Pumps.
4.2 If PSW cannot be restarted 4.2.1 Manually scram the reactor and refer to ONEP 05-1-02-I-1 Reactor Scram.
4.2.2 Close the MSIV's and refer to EP-1, Level Control 4.2.3 Init iate Standby Service Water.
4.3 Not ify the Shif t Supervisor of plant cond it ions.
4.4 Refer to ONEP 05-1-02-V-8, Loss of condenser vacuum, with no circulat ing pump running.
