.1.1 The purpose of.this instruction is to provide' direction to functionally test Backup Scram Valve B, IC11-F110B.

1.2 This instruction is required to be performed every refueling outage per Position 4.5 of NRC Generic Letter 83-28.

3.2 Asterisk (*) - Refers to the I&C Hardware Modification Log 3.3 MWO - Maintenance Work Order 3.4 Pound sign (#) - Initials required on data sheet 4.0 PREREQUISITES AND PLANT CONDITIONS 4.1 .This instruction may ONLY be performed in Plant Operational Condition 4 (SHUTDOWN) and 5 (REFUELING) or as modified by the releasing organization.

4.2 The releasing organization must release the loop for testing and their representative must sign the work authorization document in the appropriate space.

5.0 PRECAUTIONS 5.1 Ensure plant safety requirements are observed.

5.2 An RPS Logic Div 1, 2, 3 and 4 half-scram will occur during the performance of this instruction.

5.3 The ten (10) second time delay on Reactor Scram Reset Logic B and D will be defeated during the performance of this instruction.

5 '. 4 Half the closing. logic for.the Scram Discharge Volume Vent and Drain

Pilot Valves, 1C11F009A&B and 1011F182A&B will be defeated during the

. performance of this instruction.

6.0 REQUIRED MATERIALS _

6'.1 - DVM, Flake 8600A 6.2 Test gauge, Heise 0-100 psig or equivalent 6.3 Test setup (see Figure 1)

-data sheet, 7.2 _ Notify the Shift Supervisor this instruction contains I&C Hardware f Modifications and sign the data sheet.

7.3 During the performance of this test should any device fail to meet the

" Final" allowable error, the responsible technician must notify his immediate supervisor, 7.4 The responsible technician must obtain concurrence from his immediate supervisor to return the loop to service.

7.5 Continuity Check of Backup Scram Valve B l

  • 7.5.1 On Terminal Board AA lift the Field lead on Points 55 and 56.
  1. 7.5.2 Measure and record the "As Found" coil resistance of Backup Scram Valve B.

7.5.3 If the "As Found" resistance is not within the Acceptance Criteria as outlined on the data sheet, initiate an MWO for

( corrective action. When the MWO is completed document the i

corrective action in the " Comments" section of the data sheet.

  • 7.6.2' ~On Terminal Board BB lift the Field lead on Point 58.  !
  • 7.6.3 On Terminal Board BB insta11'a Jumper between Points 57 and 60.

7.6.4 On Terminal Board BB connect the DVM, to measure 125 Vde, j between Points 58 and 71. Ensure DVM indicates approximately 1 0 Vdc. l 7.6.5 Have Operations ARM the Manual Scram Pushbutton for Div 1. Then have them initiate an RPS half-scram by. depressing the MAN SCRAM j RPS DIV 1 Switch, IC71-HS-M600A, on 1H13-P680.

  1. 7.6.6 Verify DVM indicates approximately 125 Vdc.

i 7.6.7 Have Operations DISARM the Manual Scram Pushbutton for Div 1.

Then have them Reset'the RPS half-scram using the SCRAM RESET RPS DIV 1 Switch on 1H13-P680.

  1. 7.6.8 Verify DVM indicates approximately 0 Vdc. ]

7.6.9 'Have Operations ARM the Manual Scram Pushbutton for Div 3. Then have them initiate an RPS half-scram by depressing the MAN SCRAM RPS DIV 3 Switch, IC71-HS-M6000, on.1H13-P680.

  1. 7.6.10 Verify DVM indicates approximately 125 Vdc.

7.6.11 Have Operations DISARM the Manual Scram Pushbutton for Div 3.

Then have them Reset the RPS half-scram using the SCRAM RESET

, RPS DIV 3 Switch on 1H13-P680.

  1. 7.6.12 Verify DVM indicates approximately 0 Vdc.
  • 7.6.13- On Terminal Board'BB remove the Jumper connected between Points 57 and 60.

  • 7.6.14- On Terminal Board BB install a Jumper between Points 71 and 72.

7.6.15 Have Operations ARM the Manual Scram Pushbutton for Div 2. Then have them initiate an RPS half-scram by depressing the MAN SCRAM i RPS DIV 2 Switch, 1C71-HS-M600B, on 1H13-P680.

  1. 7.6.20 Verify DVM indicates approximately 125 Vdc.

7.6.21 Have Operations DISARM the Manual Scram Pushbutton for Div 4.

Then have them Reset the RPS half-scram using the SCRAM RESET p,j RPS DIV 4 Switch on 1H13-P680.

  1. 7.6.22 Verify DVM indicates approximately 0 Vdc.

7.6.23 On Terminal Board BB remove the DVM connected to Points 58 and 71.

  • 7 6.24 On Terminal Beard AA connect the Field leads to Point 55 and 56.

7.7 Functional Test of Backup Scram Valve B 7.7.1 Establish communications between the Control Room and Backup Scram Valve B.

7.7.2 Remove the tailpipe from IC11-F110B.

7.7.3 Connect test gauge and test setup per Figure 1.

  1. 7.7.4 With F01 and F02 open, connect a variator to pressurize the test setup enough to verify that there are no leaks.

7.7.5 Close F02 and remove the variator.

7.7.6 Have Operations ARM the Manual Scram Pushbutton for Div 2. Then have them initiate an RPS half-scram by depressing the MAN SCRAM P RPS DIV 2 Switch, 1C71-HS-M600B, on 1H13-P680.

  1. 7.7.7 . Verify that the test gauge pressure increases to approximately 80 psig, record the pressure on the data sheet.

7.7.8 Have Operations DISARM the Manual Scram Pushbutton for Div 2.

Then have them Reset the RPS half-scram using the SCRAM RESET RPS DIV 2 Switch on 1H13-P680.

l . l l Exercise caution during performance of Step 7.7.9. 'If the l l pressure, as indicated on the test gauge, does not rapidly' l l drop immediately reclose F02 and notify the Shift Supervisor.l I l

  1. 7.7.9 Slowly open F02 and verify that the pressure rapidly drops.

This will verify that the Backup Scram Valve has properly rescated.

  1. 7.7.10 Remove the test' setup and verify all test equipment has been removed.
  1. 7.7~11 . Replace the tailpipe.
  • 7.7.12 On Terminal Board BB remove the Jumper connected between Points 71 and 72.
  • 7.7.13 On' Terminal Board BB connect the Field lead on Point 58.
  • 7 7.14

. On Terminal Board AA connect the Panel le'ad on Point 100.

8.0 RESTORATION 8.1 Notify the releasing organization that the test is complete.
