SUMMARY

- INTERNAL MEETING OF THE BROWNS FERRY UNIT 1 RESTART PANEL - DOCKET NO. 50-259 On January 30, 2007, the Nuclear Regulatory Commission (NRC) held a meeting of the NRC Browns Ferry 1 (BF1) Restart Oversight Panel at the NRC Region II Office in Atlanta, GA. The panel was established in accordance with NRC Inspection Manual Chapter (IMC) 2509, Browns Ferry Unit 1 Restart Project Inspection Program. The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, the BF1 Restart Oversight Panel, and the documentation of the major regulatory and license actions associated with the restart. In addition, the IMC provides guidance for assessing the licensees readiness for restart and the return of the unit to the Reactor Oversight Process (ROP). The Restart Panel was established via a charter issued on October 13, 2005.

The purpose of the panel meeting was to discuss the BF1 restart project status and review key issues. Discussion topics during this internal NRC meeting included: TVA Schedule Status and pending Unit 2 refueling outage impact; status of licensing activities; fire protection program status; review of Inspection Plan and Schedule (IP&S) reports; System Preoperability Checklist (SPOC) schedule; Reactor Oversight Process (ROP) transition plan; update on memos and letters to be issued; ORAT Status; and planning for the next Internal Panel meeting. The NRC will continue to inspect BF1 restart activities and will also focus on upcoming activities as Browns Ferry Unit 2 outage begins and Unit 1 restart activities continue.

As a result of emergent and planned activities, Catherine Haney and Lakshminaras Raghavan were unavailable. In the interim, Timothy McGinty is representing Catherine Haney as Vice-Chairman and Margaret Chernoff is representing Lakshminaras Raghavan as member of the Browns Ferry Unit 1 Restart Oversight Panel. contains a list of the restart oversight panel members participating in the meeting and other NRC attendees.
