j ENCLOSURE L V0GTLE ELECTRIC GENERATING PLANT.- UNIT 1- 1 TECHNICAL-SPECIFICATION SPECIAL REPORT 1-90-04 VALID DIESEL GENERATOR FAILURE
'A. REQUIREMENT FOR REPORT l I This' report.is~ required in accordance.with the Vogtle Electric. Generating !
Plant Technical Specifications, Section 4.8.1.1.3.' This; section of the Technical Specifications requires that all diesel generator. failures,- t valid or non-valid, be reported to:the Commission in.a Special Report pursuant to Technical Specification 6.8.~2.
~
B.- DESCRIPTION OF VALID FAILURE FOR DIESEL GENERATOR 18 -
On 5-23-90,.at 1226 CDT, Diesel Generator (DG) 1B was started pursuant to a normal routine Technical Specification surveillance requirement. Just arior to this surveillance test, the jacket water temperature switches y 1ad been replaced with recalibrated ' switches as'.part of a DG reliability upgrade and the DG had been declared operable. .At 1228.CDT;, DGlB tripped R i and the following alarms were noted: "Lo Turbo Oil Pressure,":"Hi Jacket l Water Temp.," and "Lo Jacket Water Pressure". Several troubleshooting- i n
~~
starts were made and it was determined that the jacket water temperature switches were the. source of-the trip signal. On 5-24-90, the original .
jacket water temperature switches were reinstalled on CGlB.- Both normal:
and emergency starts were successfully conducted and DG1B was-returned:to L service the same day at 2254 CDT. During this time Diesel-Generator 18-l was unavailable for emergency operation' for a period of- 34 hours3.935185e-4 days
0.00944 hours
5.621693e-5 weeks
1.2937e-5 months
and 26 minutes, s l
The jacket water temperature. switches were tested by anLindependent laboratory and the trip setpointsiwere determined to-be~31-36 degrees F.
i less than:the required.200 degree F,setpoint. The'.onsiteLcalioration i; . procedure has.been revised to provide a technique-that'is consistent with i the actual operating conditions that the switches experience.
C.
SUMMARY
b This event is classified as a -valid failure per Reg. Guide 1.108, Section '
C.2.e. Since this is the second valid' failure in the past 20 valid tests, the test frequency for DGlB-has been changed to- once per 7. days in accordance.with Table 4.8-1.of the Technical Specifications. As of.
. 5-23-90, there have been a total of 71 valid tests of DGlB-and 5 valid
, failures, l q k
