h ENCLOSURE V0GTLE ELECTRIC GENERATING PLANT - UNIT 1 TECHNICAL SPECIFICATION SPECIAL REPORT 1-90-01 i INVALID DIESEL GENERATOR FAILURE A. REQUIREMENT FOR REPORT This report is required.in accordance with the Vogtle Electric Generating

' Plant Technical- Specifications, Section 4.8.1.1.3. This section of the Technical Specifications requires that all diesel generator failures, valid ,

or non-valid, be reported to the Commission in a Special Report pursuant to i Technical: Specification 6.8.2. J i

B. DESCRIPTION OF: INVALID FAILURE FOR DIESEL GENERATOR TRAIN B On January 3,1990, Diesel Generator 1B was started (Start Number 1-90-110) for the monthly surveillance. After the engine was started, the low turbocharger oil ' pressure annunciator alarmed. The turbocharger oil pressure was verified to be normal and the turbocharger' low oil pressure switches were checked for leaks. Finding no immediate problems, loading of 1 the generator proceeded. Several minutes after full loading was achieveo, the diesel tripped.

' Further investigation revealed a small air leak on the right bank .

generator.was restarted, and the surveillance was completed with no further

  • problems. During this time, the diesel generator was never unavailable for ;l emergency operation since the turbocharger . low oil pressure switches are L bypassea in the emergency mode. -l C.

SUMMARY

This event-is classified as an invalid failure per Reg. Guide 1.108, Section C.2.e.(2) because the turbocharger low oil pressure switches are bypassed in l the emerger,cy mode.

Since there have been no valid failures in the past 20 valid tests, the test frequency for diesel generator 1B remains at 31 days in accordance with Table 4.8-1 of the Technical Specifications, i
